It's like this: The blockchain is working fine. It has been processing some backlog and we are monitoring it while it does so. In the meantime, the Elrond Public APIs (let's say the most common entry point into the network) are on hold. So when the entry point is on hold, transactions do not make it to the network. That's different than "the network is not working" - think of it like a train passing the station without the doors opening. Once we know the train is running 100% fine, the doors will open.
