I tried a fresh install a couple of times but nothing changed, any ideas how to fix this?

From what I understand from the docs 1 epoch == 24 hours, but yesterday on the testnet I called get_block_epoch() and got 408 (decimal) and today I call it and get 418 ? (I was expecting to get 409) Isnt get_block_epoch() incremental every 24 hours ?
