Depending on what you know about the transaction. If you know the hash of the transaction its a simple lookup, if you know only some informations, like the sender, receiver, data, time etc. you will have to use the api (which utilizes an elastic search instance with all data indexed) :)

It doesn't set the blockheight at all. It just sends the transaction to the network so it will be included in the mempool. And then the validators decide in which block it will be included :)
