technically its a "still" not again no date was given for the proposal to take place yet just a general target more testing is still being done and there will likely be more information in this months 360 update
Last “official” call https://iohk.io/en/blog/posts/2022/06/20/vasil-upgrade-the-state-of-play/ was: “The working assumption should therefore now be a Cardano mainnet hard fork occurring during the last week of July.”
Since they would first have to call SPOs to upgrade to a specific version of cardano-node (which has not happened yet) and only after enough pools have done that publish an update proposal to fork one epoch later, it will probably be some time until the hard fork.
The call for SPOs to upgrade could still happen in the last week of July, the on-chain update proposal and the hard fork itself most certainly not.
Depending on your definition of “occurring” and how much you think a “working assumption” is a promise, you could call that “delayed”.
