Wouldn't it be possible to exclude a node from consensus as soon as it misses xyz rounds that it would be involved in and then give it a timepenalty of a few epochs in which it has to be constantly up until it can get rewards again?
The discussion is still ongoing. @herr_seppia is all for it. I feel more restrained
