My old workplace always told me, that complaining without at the same time also providing a suggestion for solution, was just ignorable noise.
Right now there's a whole lot of YELLING! here, about everything that is WRONG!, but not much else. So I have an idea to try and make critique more constructive:
1. What do *you* think has been done not good enough
2. What do you think should have been done instead?
3. What should be done to improve going forward?
Did all these 3 points :)
