If you do not stake - you still have to wait 7 days to be eligible - so not sure the benefits of staking? Or are you saying that if you stake and then wait 7 days you will always be eligible?
No, staking provides instant eligibility. If you've been holding for at least 7 days, then you'll get your POLS power all the same.
